The INS booklet entitled  "A Guide to Naturalization" is called the M-476.
It includes 96 sample civics questions, 25 sample questions for elderly
applicants, and the "sample sentences for written English testing" dated
11/98.  The M-481 list of dictation sentences is tucked into a pocket in
the back of the booklet.  The sentences are in two categories:
"Civics/History" and "Everyday Life" (approximately 100 sentences).  You
can get this booklet from the INS.  There is also copy of these dictation
sentences on page 12 of my book, "Citizenship for Refugee Elders:  Issues
and Options in Test Preparation" available from the Catholic Legal
Immigration Network, Inc. in Washington, DC.  or at clinic@aol.com.  INS
has said they will be updating the M-476 and  releasing the new version
soon.  (Exactly when is anybody's guess!)

I believe most INS districts use the M-481 dictation sentences.  However,
in Chicago educators and immigration advocates negotiated with the INS
about five years ago for a list of  30 dictation questions.  These are on
ALRC's web page which is primarily targeted to educators in the Chicago INS
district (although there's lots of information useful to citizenship
educators throughout the country).  If you want to know which sentences
your INS office is using, check with your local district office or
advocates who have a working relationship with them.
