A somewhat related story from Maryland.  Some local banks will not open bank
accounts for people without social security cards.  Thus, many immigrants
are using "check-cashing" busineses that charge for their services.  So
there's a large population of immigrants walking around with lots of money
in their pockets (note they often share apartments and fear leaving the
money in the apartments).  The end result is a significant amount of assault
and robbery in the neighborhood.  All for the lack of a Social Security
Card!

A community action group has worked with the local banks and have been
successful with one bank now opening accounts without social security card
numbers.  

I wish I were still in the classroom to work on the topic "social security"
-- it extends far beyond employment............

My scenario
In California you need a social security number to get
a driver license. Therefore many students drive
without licences. 

Here is the scenario:
A student is driving and a woman hits him. He has no
driver license so he pays for damages for her car.
Next he goes to court because he was driving
illegally. He gets off lightly with a 200 dollar fine
because his teacher writes a letter of support
claiming he is an upstanding citizen. 

This situation worked out ok for the student because
he knew how to use resources to help him. Although
from a safety standpoint it would be better for him
not to drive, that is not the reality. In Southern
California many many people are driving illegally.
What would be good to discuss is how to deal with
police officers, lawyers and judges in this type of
situation.

BTW...I am not advocating that students drive with no
license, it is just the reality.
