Whilst I agree with the sentiment, I think what learners without social security numbers and driving licences would like is what you want: become outstanding, legal citizens. Your seventeen year old son is a legal member of this society. Rules are rules I agree, but to follow rules, one has to become an active participating member of a culture. Here, a number of our learners are "invisible". They are probably paid under the table, provide services for which they do not get any benefits. It's a vicious circle, because not having papers, they cannot get social security numbers, cannot get health or any other benefits and nor can they get driving licences, legally.
