I agree people should have driver license, but I disagree in the red
tape that they foreigner has to go through just to have the privilege of
driven a car to work. Their residence status or lack of security card
should not be a barrier for a person to get a license and drive a car.
Our country is full of rules and regulations than even the natives can
not follow. People should be allow to drive a car to attend their daily
business without so much harassment.
I assited a Hispanic who was also hit by an American driver and damaged
his car badly. The police report was filed and showed the American's
driver fault. the Hispanic was given a ticket for not having a license.
The native American failed to report the accident to his insurance
hoping the case was forgotten. The Hispanic got a copy of the police
report and with the name of insurance and telephone number, I went to
the insurance office with the victim. They reocrded the accident with
the police report. Tow weeks later the Hispanic received a check for the
replacement of his car as it was beyond repair. 

My point is that we could help our students going an extra mile. the
fact that he did not have a driver license did not have anything to do
with the insurance obligation to pay for the claim. He paid his ticket,
but recuperated money from his car.

Social security card were not intended to be suse as an identification
document. Some agencies have been using this to discriminate people and
build barriers.

The states are loosing a lot revenue by not issuing driver license to
foreigners to drive a car to work or personal use. Nationality or
legality in residentce does not to do with driving a car.

this is my opnion and respect your opinion. I think we complicate our
lives and others lives but so much red tape. We should be more
practical. these people come here to work, contribute to our economic,
and using the buying power.  They do not come to kill or rob or hurt
anybody. We all have foreign roots and should not forget that.
