The point is that many US residents are NOT permitted to get SS numbers/SS 
cards.  This is not the individual's choice; it is a matter of US policy.  
Most of the students I encounter would much prefer to have a SS# number 
because without one, they are often denied bank accts., major credit cards, 
etc.

This denial includes many who are in this country legally- with valid 
passports and visas  - including, for example, some student spouses.
