Following are summaries from two of the DC-based issue-specific Working
Groups:
Asylum Working Group
The first World Refugee Day was celebrated on June 20th. Prior to this day,
a mailing, sponsored by eighteen advocacy organizations, was sent to over
350 columnists and editorial writers around the country urging them to mark
World Refugee Day and focus on the need to end the abusive treatment of
asylum seekers. The United Nations High Commission on Refugees celebrated
this day by hosting an event on Ellis Island. A national call-in day to
Senators and Representatives was originally scheduled for June 20th, but
will now be held around July 28th, which marks the 50th anniversary of the
adoption of the 1951 Refugee Convention.
We anticipate that a revised Refugee Protection Act will be introduced in
the Senate before the Fourth of July recess.
Due Process Working Group
Members of Congress have introduced several bills to ameliorate the hardship
caused by the provisions of the 1996 laws dealing with the deportation of
long-time lawful permanent residents. On the House side, the first of these
bills is H.R. 87, "The Keeping Families Together Act," which was introduced
early this congressional session by Representative Bob Filner (D-CA) and
would provide a comprehensive fix to the 1996 deportation and detention
laws. On April 4, Representative Barney Frank (D-MA) introduced a bill that
is somewhat more limited, but that would also fix some of the harshest
provisions of the 1996 deportation laws and which already has some
bi-partisan support. Congressman Frank and advocates are actively seeking
support for his bill, H.R. 1452 ("The Family Reunification Act").
Congressman Frank is also in the process of drafting legislation to fix
mandatory and indefinite detention and detention of asylum seekers, but
language for that bill has not been finalized. Representative John Conyers
(D-MI) is also expected to introduce "Fix 96" legislation in the near
future.
In the Senate, Senators Ted Kennedy (D-MA) and Bob Graham (D-FL), along with
several other Democrats, introduced S. 955, the "Immigrant Fairness
Restoration Act of 2001" on May 24. This is a comprehensive bill that would,
among other things, eliminate retroactivity and allow lawful permanent
residents currently barred from cancellation of removal to apply for relief.
Senators Kennedy and Graham will be holding a press conference to mark the
introduction of their bill in the near future. In the meantime, advocates in
Washington are actively seeking co-sponsors and support for the bill from
both Democrats and Republicans.
