Is ESL a pathway out of poverty? This is one of those questions w/o no simple answer. Level of educational achievement is inversely proportional to family income. In other words, elementary school dropouts make less than secondary school dropouts, who make less than GED and HS completers, who make less people with some college which make less than people with college degrees, which make less than people with advanced degrees. English speakers are more likely to go further in their education and get jobs than non english speakers. In terms, of English speakers w/o formal education, they are more likely to find employment than non English speakers w/o education, but they are likely to remain poor. Students how learn English and pursue higher education have better chances than students who attend short term ESL programs. There are lots of factors that affect the content of ESL programs and the outcomes. These have a tremendous impact on income. Traditionally, a lot of ESL programs for the poor have focused on short term training and transition into employment. In addition, poor people may drop out of programs to find work. As a result ,they can not focus on education for a sustained period. Many poor people, especially women, may go in and out of welfare and ESL programs w/o any success. Andres
