    Quick Background:
    "USA" - Uniting and Strengthening America  is a bill that will be
written in its final form by the leaders of the House and Senate by the end
of this week.  In its present form, it will be very harmful to immigrant
groups in the US by restricting their civil liberties.  USA would impose
harmful limits on the civil liberties of  immigrants.  The bill is the
Congress' top priority right now, and leaders in Congress want to get it to
the President for his signature by the end of the week.

    Taking Action (for anyone in the USA):
    You can be most effective by calling your legislator's office and
asking that they speak to the leaders in their party.  Do this by calling
the Capitol Switchboard to get your Congressman's  and Senator's names and
phone numbers in DC:

    Once you call and speak a staffer in your legislator's office,
request that your legislator speak to one of the leaders below, depending on
which House and Party he/she belongs to:

*    Rep. James Sensennbrenner, Judiciary Committee  Chair (R-WI)

    Message

    The USA bill must:
            1. not detain immigrants indefinitely
            2. allow detainees access to federal courts
nationwide
            3. not allow the records of immigrants to be
released to foreign governments
              4. provide relief for immigrants whose legal status
has been jeopardized due to the death or         injury of a relative in the
September 11 attacks.
