Katherine Bombach brings up a very good point about the fact that 
good testing requires a certain amount of time must pass for accurate re-take. 
For example, many standardized tests can only be given to a person once every 
six months. You might want to check with your local community colllege to see 
what their policy is on giving their Entrance test such as the ASSET or COMPASS. 
In fact, there is something I believe called digression which is actually the 
fact that if a person takes a test several times in a short period  even if 
they have the same knowledge their scores will actually go down. You may have a 
better chance of showing it is invalid to test so frequently than actually 
trying to convince them to use a teacher-designed curriculum based 
test.
