I shared this string with my program supervisor, Margaret Harris, and this
was her response.

Since I am not a member of this Listserv (I guess I should subscribe) would
you please pass along my comments?  I don't think such a person should be
promoted to a higher level! Do we want such a person making policy
decisions? Although teachers have the direct contact, administrators can do
the most damage by not making/supporting policy that  guarantees student
success in his/her program. Using the Peter principal--promoting someone to
his/her level on incompetence is not the solution! Removing that person
entirely from the program is the only logical solution.  Thank you.

Yes.  Fire the teacher.

If you cannot do that, move the teacher to the highest level so that he/she
will do the least damage.
