Hello ESL folks:

Some of you might be interested in joining our listserve or at least =
knowing we exist as a resource. We back up the laws that require =
recipients of federal funding to provide effective communication with =
LEP persons. We strongly encourage schools to translate written =
materials, hire bilingual staff, use qualified interpreters/translators, =
and provide culture specific and Title VI training to staff.
The use of "language brokers" (untrained staff, family members, friends, =
and especially minors as interpreters/translators) is a practice =
discouraged by us and the Civil Rights Division of the Department of =
Justice, the agency with ultimate jurisdiction over U.S. Department of =

Anyone wanting to know more about the listserve or the laws regarding =
schools' legal obligation to provide qualified language assistance, may =
contact me.=20

Right now we are working cooperatively with school districts, (always =
the preferred method)but have also recently filed an administrative =
complaint against a school district for failing to provide effective =
communication  with students and parents.

If you have reason to believe LEP students and parents are delayed or =
denied equal access to and participation in school programs and =
activities because of language barriers, get in touch and we can work =
with the school system.

Mission Statement

Because of language and cultural differences, limited English proficient =
(LEP) individuals are often delayed or denied the equal access to and =
participation in services, policies, procedures, and opportunities. =
Numerous laws, such as Title VI and Title VII of the 1964 Civil Rights =
Act, prohibit discrimination on the basis of national origin, but there =
is widespread ignorance of and non-compliance with these laws.=20

The National LEP Advocacy Task Force is a group limited to advocates, =
attorneys, and others not having a conflict of interest. We span =
employment, education, housing, health and human services and the =
judicial system. Our mission is to encourage recipients of federal =
funds, public accommodations providing essential services, and employers =
to comply with the legal obligations to bridge language and cultural =
differences by:=20

? Linking advocacy groups together.
? Providing community legal education and information.
? Developing and submitting comments upon request from a government =
agency or representative thereof.=20
? Responding to requests for administrative advocacy for the purpose of =
assisting in the monitoring and enforcement of existing laws and =
regulations including, but not limited to, Title VI, Title VII, and =
other applicable mandates.
? Assisting in the provision of equal access to and participation in =
services for LEP clients.
? Assisting in effectively implementing the requirements of civil rights =
laws.

For members having non-profit and other restrictions, we are not =
lobbying.
