Now that the new federal education bill is in play, what will states like PA do with about their not certifying for ESL?  What will MD do about testing ESL kids when they don't even have books for them? This is the state that hides children when county commssioners come around asking questions.  And don't forget those federal investigators from OCR in Frederick last year...Wonder when OCR will get to PA....does anyone think these little school districts are meeting federal regulations now?
