This is the introduction to the form developed by the Illinois Adult
Learning Resource Center for citizenship adjudicators:


To the INS Examiner: This form provides important information on this
citizenship applicant that should be given consideration according to
sections §312.1 & §312.2 of the Code of Federal Regulations. "Šdue
consideration shall be given to the applicantıs education, background, age,
length of residence in the United States, opportunities available and
efforts made to acquire the requisite knowledge, and any other elements or
factors relevant to an appraisal of the adequacy of the applicantıs
knowledge and understanding."
