To: Naturalization and Community-based Advocates
From: Eric Cohen
Date: June 4, 2002

The INS is completely overhauling the English and civics tests that are part
of the naturalization process. Fortunately, the INS and its sub-contractee,
MetriTech, are willing to give organizations that actually help people
prepare and apply for naturalization the opportunity to weigh in on changes
to the testing process. INS and MetriTech are giving all of us the
opportunity to give input through a survey process. Thus, it is very
important that as many advocates, legal workers, and teachers complete this
survey as possible. If we do not provide input to INS via this survey, there
is a greater possibility that the tests they devise will be more unfair,
harder to pass, less immigrant friendly, and generally worse.

They need to hear from us.

Here are the instructions from MetriTech on how to access the survey, and
where to send your input:

MetriTech, an educational testing company, has been contracted by the INS to
redesign the civics and language tests administered to applicants for
naturalization. To help us in this work, we are seeking input concerning
test content from representatives of community-based organizations. We have
prepared a survey form asking for the informed opinion of these
representatives.
Specifically, the survey asks for opinions on two issues:
1) what constitutes appropriate civics and language content, and
2) the knowledge level at which that content should be tested.

The survey form takes about 15 minutes to complete. If you are willing to
provide this important input into the redesign of the naturalization tests,
please go to www.metritech.com/i&ns and click on the survey form line. The
survey is downloadable as a PDF file (a current version of the Acrobat
reader may be downloaded without charge
at: <http://www.adobe.com/products/acrobat/readstep.html>).

Once you have downloaded and printed the survey, please fax or mail the
completed form to MetriTech as indicated below. If you have any questions,
please contact MetriTech customer service:
