However, in general the title of adult ed is given to programs that are funded by state departments of education and are also referred to as ABE. ABE ESL is paid for by monies tied to WIA or the Workforce Investment Act. One of the requirements of WIA is mandatory pre and post testing. Some community education programs tap monies form other sources but not from state depts of education. The reporting requirements vary, but are often less restrictive and less bureaucratic. State adult ed has become more and more bureaucratic and restrictive in outcomes in the past few years.
