Dottie Shattuck Central Piedmont Community College (CPCC) Charlotte, NC Subject: special INS registration For those of you who are unaware, INS has come out with a new requirement of special registration for nonUS-citizen males who are in the US on visas other than a green card. Note that Saudi Arabia, Pakistan & Armenia were recently added to the list, but that Armenia was subscquently dropped. Letter from CPCC International Students' office: ---------------- As most of you know the US Government has implemented a `special registration' system for nationals & citizens of certain countries. This is called the National Security Entry-Exit Registration System (NSEERS). The following information may be helpful if you are from the following countries: 1. Citizens & nationals of Iran, Iraq, Libya, Sudan and Syria: -male of 16 years or more -Entered before 9/10/02 and will remain in the US at least until 12/16/02 -Report for special registration no later than 12/16/02 -If you depart the US prior to 12/16/02 you will be registered upon re-entry 2. Citizens & nationals of: Afghanistan, Algeria, Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia, Tunisia, United Arab Emirates, Yemen -male born on or before 12/2/86 -Entered on or before 9/30/02 & will remain in the US at least until 1/10/03 -Report for special registration no later than 1/10/03 -If you depart the US prior to 1/10/03 you will be registered upon re- entry 3 Special registration can also apply to citizens & nationals of other countries if so determined by a consular officer or an immigration officer based on US government notice or if the nonimmigrant alien meets or is believed to meet pre-existing criteria * This is most likely to be known when the alien is applying for a visa or at the port of entry 5. Take with you: your passport, I-20, I-94, copy of your transcript; A letter of enrollment (request it from our office), driver's license or other identification such as a bank card, credit card. 6. The Immigration officer will: a. Have you fill out a 3-page form including personal, family and study information including the following that you may need to prepare before you go ·The birth dates of your father and your mother ·Names/address of one or more contacts in the US ·The flight number for when you last came to the US ·The address of your school ·The names of your instructors b. Take a photograph and your finger prints; c. Put a fingerprint number (FIN) on your I-94 (make a copy for your own records) d. Give you an information packet that will include the following: 1) Reminder about future reporting dates 2) A listing of airports that you must use for departure & re- entering 3) Change of address form (AR-11SR) for use within 10 days of moving (it includes the place for your Fingerprint ID number (FIN) at the bottom and a mailing address in Washington, DC). Student experiences: Already we know of three students who have gone through the registration process and in all three cases they report that the officers were friendly and helpful.
