It may be that we are in the midst of trying to figure out what would be a reasonable certification process for an adult ESL teacher. A related issue is what kind of jobs (i.e., pay, benefits, part- or full-time) that sort of certification would get you. And that's a much larger question that includes issues around how education (in general, both for adults and children) is valued, how education for adults other than in "higher" education is valued, and basically how we allocate our tax dollars. As it happens, I'm working full time with benefits, but I'm not teaching ESL full time. I'm also doing other things (like, at this point, managing a program!). It seems that we have to get creative to find jobs that actually take the ESL services to our clientele in ways that get paid for somehow. There are workforce programs and others, but they aren't all that easy to find. It does seem that the vast majority of ESL teachers in this country are working part time with no benefits and very poor wages. I was resigned to doing that as well -- cobbling together a couple of jobs or combining with part-time clerical or something -- when I came across this job.
