Allow me to clarify, since I started this
discussion! Elderly refugees receive SSI, due to
their age (over 65) and status as refugees. Those
who arrived after August 22, 1996 can only
receive SSI for 7 years, unless they become
citizens. All refugees are authorized to work
legally (and therefore pay into Social Security)
from the day they enter the U.S. Refugees over 65
upon arrival are not required to work, and they
can receive SSI. Usually this is their only
source of income (besides support from sons or
daughters) and thus acquiring citizenship is a

SSI (for elderly and disabled only) and Social
Security (for those who paid into the system). 
Immigrants with other statuses (legal permanent
residents aka green card holders, and asylees,
among others) are eligible to work as well.
