THIS HAPPENS SO OFTEN ALL ACROSS THE COUNTRY---CLAUDIO SANCHEZ OF NPR DID A PIECE ON A BOY IN NEW OXFORD PA---HE WAS 12 AND PLACED IN 6TH GRADE.....THE ELEM SCHOOL WAS ACROSS THE STREET....HE GOT INTO FIGHTS....HE COULD NOT UNDERSTAND ANYONE...HE WAS PRE-K IN SPANISH!!!!!!!.......WHY CAN'T WE HAVE A NATIONAL POPLICY OR AT LEAST GUIDELINES FOR KIDS LIKE THIS....INSTEAD WE ARE WITNESSING INTENTIONAL NEGLECT AND ABUSE.............ESL IN PA IS NOT EVEN A SUBJECT AREA FOR TEACHER CERTIFICATION!
