     Re: the Even Start discussion:  I sent copies of messages to Patricia 
     McKee, the US Dept of Ed Group Leader responsible for Even Start 
     nationally (as well as Homeless and 5 Title I regions). She is not yet 
     on the listserv, but she will be soon.  Meanwhile, she sent me the 
     following comments -- hope they help.  And if you would like to 
     respond or ask other questions, post them to me, Susan Green at NIFL 
     (sgreen@nifl.gov) or on the listserv -- whatever's more appropriate. 
     I'll be your go-between until she can respond directly. 
     
     'Even Start (in reauthorization) has a required element that "programs 
     be designed to accommodate the participants' work schedules and other 
     responsibilities, including the provision of support services when 
     such services are unavailable from other sources, necessary for 
     participation -- such as child care and transportation".
     
     In response to a finding in the national evaluation that the number 
     one reason parents left the program was to take a job...we began 
     STRONG encouragement for projects to have flexible scheduling to 
     accommodate new work schedules and to provide evening child care for 
     the time parents were involved.  We then included the idea as a 
     requirement in our proposal for the new law.
     
     ALso...this influences Title 1.  As of 1997, Title 1 preschools must 
     adopt the Head Start standards UNLESS they adopt the Even Start model. 
     To met [stet] today to decide what it means to have an Even Start 
     model and decided it must consist of all the program elements 
     inlcuding program designs to accommodate parents' work schedules and 
     support services (including child care and transportation) that make 
     participation possible.'
