How can enrollment in the adult education componenet be maintained if someparents reach personal goals in less than a year? The dilemma: If parents know their families can no longer participate in Even Start after they attain personal goals, the parents will slow their learning gains so services to their children will continue. However, if children are permitted to continue in the program after parents reach goals, lack of space in the child care facility will prevent adding new adults and families to the Even Start program.
