The question isn't naive. The answer is obvious when you think about it. When
you set a goal and then you reach it, what do you do next if you are
motivated and feeling successful? Set a new goal! So if they get their GED,
they set a new goal of writing a resume, or getting a job. This works as long
as a "welfare" agency isn't setting the goals and the time limits for the
families. Parents do sometimes leave the program when they are at a plateau.
They reached a goal and need a breather. Then they are bored without us, so
they come back and "visit" as volunteers or they apply to re-enter.
