David Stahly recently asked for information on maintaining enrollment in
the adult ed component of Even Start programs:

often have difficulty in setting personal and family literacy goals. 
Program staff usually accept the parent's initial goals without too many
changes; however, the staff should meet with parent's on a regular basis to
discuss, revise, update, and/or change the initially recorded goals. This
process keeps the parents involved in the instructional process and helps
them to see that learning is an ongoing process and that changing personal
goals is acceptable.

Actually, families may continue to receive Even Start services until no one
in the family is eligible for services. Therefore, even if a parent has
reached personal literacy goals, they can still participate in the
parenting and parent/child components and their children can still receive
services.  This is my understanding; if this is incorrect, please, someone,
jump in and correct me!
