I'll add some thoughts regarding  David's questions about maintaining
enrollment in Even Start's adult ed component. And Barb and Cathy -  I concur
with your comments.

Consider identifying and recruiting families who fall into a category of
"greatest needs".  Consciously seek families with opporunities for setting
longer term goals (informal assessments during a recruitment visit help make
those determinations).  Recruit parents within the ABE range versus the GED. 

Consider recruiting from an adult high school program, either  a standard
"Carnegie credit" program or an External Diploma Program (this worked in our
ES). 

I've also heard of some programs recruiting teen parents who attend either
alternative or traditional high school programs (but check the eligibility
requirements first).

In our ES program, Parents who left the ES adult ed component to continue on
in higher education or employment could continue sending their children to
our center based activites;  this did complicate things, especially at
parent-child interaction times, but our numbers were relatively small so it
didnt get out of hand.
