We want to let people know that our renewal application for a second four
years was based on building the community supports for sustaining Even Start
into the 21st century.  

An assets based approach (ie "building on the strengths of the community" by
identifying the capacities of the individuals, local associations,
businesses, institutions and external resources) to community development was
proposed, recognizing that these are, by virtue of their Title 1 status, poor
districts with little discretionary money to add  complex programs like Even
Start.  

After two months we are still charting the course for the next three and a
half years, but expect to broaden the base of community collaborators, to
develop a vision for the future, leverage local and external resources to
support this vision.

The partnership combines the expertise of four rural schools, and three
Cooperative Extension offices assisted by numerous institutions and agencies
to provide family literacy services to "low income, low literacy audiences."

There is also some faint hope that soon the "powers that be" at the state
level will find dollars to continue our 7th and 8th year programs.   Are
other states considering initiatives in their legislature? Has anyone had any
success in funding beyond the 8th year?  What about defining one's self as a
new applicant?
