In Texas, to my knowledge, one of the three programs ending year 8 in 96-97 was continued locally. That program is in Sequin, Texas. It is also my understanding that they did so through a variety of funding sources, one of them being Americorp. None have successfully redefined their program to be awarded a new project. As such no clear understanding as to what criteria the state uses to determine significant change has been established. Next year, 98-99, there will be two more Even Start projects that have completed year 8 in Texas. At this time, it is the intent of our school district to continue the existing family literacy program that is finishing year 8 in 97-98. I do not know if we will be successful at sustaining it in its entirety, but it is our hope. We are planning on a combination of local funds, Title 1 funds, Adult Basic Education funds, and a variety of smaller funding sources. We are also planning to reapply for a new program with a new CBO and a new range of services. If successful at the local and state level, we would be able to sustain our already strong base, but expand and reach new families. Vicki Smith El Paso, TX
