To the best of my knowledge, the legislation mandates that to be eligible,
families must live within a Title I cachement area, have children between
the ages of birth and seven, and have an adult (parent, primary caregiver)
who is eligible for adult education services (16 years old or older, out of
school, without a high school diploma or with limited basic skills).  The
family must participate in all three components of the program:  parenting
education, adult education, and early childhood education.  The families
who enroll in the program are eligible until the youngest child in the
family becomes 8 years old and (or?) the adult is no longer eligible for
adult education.

This may not be completely correct, but I thought it would be a start.  Any
corrections?  Additions?
