The legislation no longer requires that parents live in a Title I school district, however, it does allow SEAs to give priority, in awarding subgrants, to those applicants who target services primarily to areas that are in need of such services as demonstrated by certain factors including a school attendance area eligible for participation in Title I, Part A. Also, parents who are still in high school can now be served under certain conditions. For more information, refer to the legislation which can be found at http://www.ed.gov/legislation/ESEA/sec1201.html -- just continue clicking on next at the bottom of each page and it will take you through all of the act with eligibility addressed in Section 1206. -- Jean Carter, Director North Carolina Center for Family Literacy /National Center for Family Literacy 201 SAS Campus Dr. Bldg.
