Barbara's answer to Sara's question about Even Start eligibility is
partially right, but the reauthorization of Even Start made some changes.
The legislation no longer requires that parents live in a Title I school
district, however, it does allow SEAs to give priority, in awarding
subgrants, to those applicants who target services primarily to areas that
are in need of such services as demonstrated by certain factors including a
school attendance area eligible for participation in Title I, Part A.
Also, parents who are still in high school can now be served under certain
conditions.
