Re: Even Start eligibility

Barb Van Horn is correct, except that families no longer have to live in
Title I neighborhoods and children must be under 8 when the family first
starts the program.  The family can continue until the child is 10.

Programs are expected (this is in the legislation) to deliver services to the
families "most in need" in the community.
