Glenn Young posted the following information to the NLA list.

     The Dept of Labor has issued preliminary regs for their
     welfare reform support and discretionary grants ($400,000,000 a
     year for two years).

     They are soliciting comments -  the homepage is DOL.gov
     [http://www.DOL.gov] and the section is DOLETA
