Call for Papers for the next National Assessment of Adult Literacy This announcement is being sent to scholars, cognitive and behavioral scientists, language arts researchers, measurement specialists, and experts in the study and assessment of adult literacy. Please forward this announcement to any of your colleagues who may have interest in this announcement. The Education Statistics Services Institute (ESSI) is supporting the National Center for Education Statistics in its plans for the next National Assessment of Adult Literacy, currently targeted for 2002. In this capacity, ESSI is seeking a broad range of technical advice, analysis, and expertise about the topics listed below. In order to facilitate discussion and planning with regard to these topics, ESSI is requesting one or two page proposal letters from individuals who have relevant knowledge, expertise, and interest in preparing a paper on any one of the following topics. Proposal letters are due by December 15, 1998. Working drafts of the papers are due by February 15, 1999, and final papers are due by June 15, 1999. Authors may be expected to attend meetings or conferences during the course of the project, to provide briefings about the progress of their work and to discuss their findings and recommendations for the next National Assessment of Adult Literacy. The papers may form the basis for scholarly presentations and publications on the design and development of the next National Assessment of Adult Literacy. The reports should address ONE of the following topics relevant to the development of the National Assessment of Adult Literacy: 1. Innovations in data collection methods. Identify and describe supplemental and alternative methods for collecting data for the literacy assessment and evaluate impact on data meaning and consistency. 2. Non-response and the handling of missing data. How should non-response be taken into account when assessing literacy skills of lower literate populations. Evaluate previous approaches and justify recommendations for the next assessment. 3. Standard setting and benchmarking. Should there be performance standards established for the national assessment of adult literacy? What standard setting procedures are most appropriate for adult literacy and why. 4. Demographic changes in a decade. Based on changes in the demography of state and national populations during past decade, project how the distribution of literacy can be expected to change; discuss implications for policy and practice. 5. Evaluation of adult literacy Background Questionnaires. Evaluate the use and merits of background questions used in the national and state assessments of adult literacy, discuss their effectiveness for informing research and policy, and recommend specific improvements. 6. Reporting innovations. Describe and discuss needed innovations in reporting literacy results. Guidelines The letter should identify the topic to be addressed and the proposed method for addressing the problem or issue. The letter should indicate how the proposed paper would address: 1) technical and substantive implications of the innovation or recommendation; 2) impacts the innovation or recommendation will have on assessment costs and time frame; and 3) whether and how the innovation or change will impact trend data and comparisons with other national and international assessments. The proposed paper may include as appropriate: a comprehensive discussion of the problem or issue, its significance, history, substantive and technical implications, conclusions, and recommendations. The author's proposal letter should demonstrate his or her understanding of the nature of previous national and or international assessments of adult literacy and identify key issues involved in planning for additional national assessments of adult literacy. It should include information to demonstrate the author's capability to address the topic and prepare a report in the timeframe required. The letter of interest should also identify the lead author and other co-authors if relevant. Applicants should include in an attachment a resume about each key contributor. ESSI will enter into consulting arrangements in the amount of $5,000 for suitable papers that address any of the above topics related to the National Assessment of Adult Literacy. Related travel and meeting expenses for authors will be covered separately.
