I am the Coordinator of the Blue Gargoyle Family Learning Project, a family literacy program in a community-based social-service agency on the South Side of Chicago. This is our 3rd year of programming, funded by the Illinois Secretary of State Literacy Office as well as private grants. Now, for the first time, we are applying for an Even Start grant. My question: HOW DOES A PROGRAM FIND AND ENGAGE "AN INDEPENDENT EVALUATOR"? Can graduate students in a related field of study at a local university be used for this purpose? We have always self-evaluated and been evaluated by grant monitors--never by an independent evaluator. ANY ADVICE OR SUGGESTIONS, ESP FROM CHICAGO-AREA PROVIDERS, WOULD BE MUCH APPRECIATED!
