House Committee on Education and the Workforce Approves LIFT

On February 16, 2000, the House Education and the Workforce Committee
approved H.R. 3222, Literacy Involves Families Together (LIFT) Act by voice
vote.

LIFT reauthorizes and modifies Even Start and makes changes to other
programs related to family literacy.  Some of the major changes are:
Increases the Even Start authorization to $500 million, increases the set
aside for Indians, Migrants and the Outlying Areas from five to six percent
once appropriations reach $200 million, requires local program goals to be
consistent with State program indicators, increases staff qualifications,
and increases the research requirements and funding.

At the hearing, Chairman Bill Goodling stated, “Across the country Even
Start programs are helping parents reduce their dependence on public
assistance, obtain employment, or advance in their current jobs.  Meanwhile,
school performance improves for children whose parents participate in such
programs.  The LIFT Act will strengthen Even Start and make the program more
effective.”

LIFT will now be considered by the full House.
