Pugsley, Director, DAEL Office of Vocational and Adult Education Editor: Sarah Newcomb Production: Rose Tilghman February 17, 2000 ___________________________________ Literacy Summit Meets Here The National Literacy Summit held here on February 14-15 convened more than 140 literacy stakeholders in working groups to identify strategies that address literacy challenges facing the nation. Assistant Secretary Patricia W. McNeil joined VALUE president Archie Willard, NIFL Director Andy Hartman and Deputy Director Carolyn Staley in opening the Summit. Also addressing the working groups were Congressmen Bill Goodling (R-PA) and Tom Sawyer (D-OH). The Summit will be followed by regional meetings about the strategies the national working group developed to meet the challenges. For example, Oregon is preparing a unified plan, but requires local unified plans for "one-stop systems" rather than one-stop centers. Local planning is being led by community colleges and based on MOUs that demonstrate a broad range of integrated service delivery. Because North Carolina was one of the first states to get a federal one-stop grant, it has 66 well-developed JobLink centers and nearly half are located in community colleges. In 1995, North Carolina transitioned its local PICs to workforce investment boards. The State's large, strong community college system has been developing since the 1960's. In local communities, the colleges have emerged as the "natural" leaders of the one-stop process. Sources for it include the National Reporting System as well as Iowa' s standard adult basic education practices and sections of the California TOPSpro Data Dictionary. Input from state management information system personnel and selected definitions from other Iowa agencies also were used. Curriculum Writers Sought for Web Camp Up to 15 lucky adult literacy/ESOL educators, who also are curriculum materials writers, are being sought to attend "Web Camp" July 30-August 4 in Brattleboro, Vermont. Only residents of federal region one are eligible. They will receive intensive training in how to make high quality digital multimedia products for low literacy and beginning-to-intermediate ESOL adult learners. Follow-up technical assistance is available in producing web-ready adult learning products by fall. Products will be presented at a conference next year. Sponsors include the Literacy Assistance Center of New York City and the New England Literacy Resource Center. Apply by March 17.
