Ulster@aol.com recommended THE STATE OF LITERACY IN AMERICA as a source for
literacy statistics. It's a good resource, with NALS data organized by state,
county, Congressional district and by cities of over 5,000 population. Most
public libraries have a copy of this book. You can also order it from NIFL at
1-800-228-8813 or you can find data for your area in their searchable
database at: www.nifl.gov/reders/reder.htm

We've got a paperback called THE STATE OF LITERACY IN AMERICA: Estimates
at the Local, State, and National Levels, published by the National
Institute
for Literacy in 1998.
If you find anything more recent than that, I'd love to hear about it.
