National Literacy Summit 2000 Action Agenda--A Special Project of the
National Coalition for Literacy
Position Notice
The National Coalition for Literacy will manage implementing the Summit 2000
Action Agenda, a specific set of outcomes and action steps designed by the
adult literacy field and available at www.nifl.gov, by hiring a consultant
or consultants to carry out the Agenda.
Based on the project duties listed below and by referring to the Action
Agenda (www.nifl.gov), applicants are invited to propose a) which duties they
will carry out; b) describe benchmarks and products they will achieve and how
they will achieve them; c) create a time line; and d) provide a budget with
budget narrative. Applicants also will discuss their capacity--skills,
experience, etc.--as they relate to successful achievement of benchmarks and
products, and will include a resume.
Approximately $70,000 is available in Year I to carry out all duties
described below. The selection committee will entertain proposals from
consultants who are interested in carrying out all or specific parts of the
work. Year I runs Oct/Nov 2000 - Oct/Nov 2001 and is contingent on
successful completion of contracts with funders. Carry on funding is
expected but not guaranteed for Year II.
Applicants are asked to respond by email to Robbin Sorensen, Chair, National
Coalition for Literacy; rsorensen@erols.com by October 1. Applicants are
reminded of the limits of electronic transfer and the inconsistencies of
attachment access as they prepare proposals.

Project Duties:
The Summit consultant(s) will assist with the following activities:
1. Field organization efforts associated with state and local Summit
follow-up implementation.
2. Dissemination of Summit document and annual reports.
3. Collect commitments from national, state, and local partners and
stakeholders who adopt specific summit recommendations and make action plans
toward improvement in any are noted in the report.
4. Request periodic reports on progress toward commitments from those
organizations who made them, and list this progress in an annual report on
Summit progress.
5. Update the Summit Web site (contributed by NIFL through the LINCS
system) with periodic news of progress and new commitments or partnerships
6. Moderate a Summit online discussion on LINCS.
7. Convene a reconstituted Summit steering committee as often as needed for
the purposes of planning Summit annual reports and activities including but
not limited to 3 quarterly meetings in November 2000, February 2001, and May
2001.
8. Respond to inquiries regarding the Action Agenda.

Project management and timeline:
The Summit consultant(s) will be overseen by the Executive Committee of the
National Coalition for Literacy. The Committee will manage the consultant
work, receive progress reports, oversee consultant invoicing, and other
related activities. The Summit Steering Committee will continue to meet and
to help plan and direct the project. The project could span up to 3 years
but will be reviewed and renewed on an annual basis.

Project location:
Consultants can either conduct work in loaned space in an existing office or
could be a virtual office located anywhere as long as management agrees that
the location is not a barrier to achieving the Action Agenda.
