Stephania,

A variety of different organizations might apply for funding through Even
Start in one "area" or district, however, the likelihood of anyone form that
area being funded is diminished by the fact that you should be working
together to provide these services. Now, if your organizations have very
different populations as targets, then the likelihood of your being funded
increases. Your chances also increase if you are located in a very large
population center and have such overwhelming needs that only several
different organizations could manage.
As for your second question, The National Center for Family Literacy has a
large variety of publications and other resources in the area of "family
literacy skills and knowledge". Also the "Guide to Quality Even Start Family
Literacy Programs" published by the US Dept. of Education by Christine Dwyer
of RMC Research Corporation has a great deal of very appropriate information
and program examples (even a program self assessment) that should be helpful
to you.
