A little background --- The word "Listserv" is like "Kleenex". It's the brand name of a proprietary software program for creating, managing, and archiving email discussion groups. In the same way that not all tissues are Kleenex, not all email discussion groups/mailing lists are Listservs. The statewide email lists we host here in Texas are managed through our university's computing & information services department, using their Listserv software. If you have access to a large university server, they may be willing to host your email list at no cost. Alternatively, there are web-based providers of this same service, some of which are either free or very inexpensive. I went to my favorite multi-search-engine website, "Dogpile" -- http://search.dogpile.com and did a search for "email discussion groups". Here are a few of the free or low-cost services through which you can set up and run email discussion groups/mailing lists.
