I'll plug the National Center for Family Literacy. They have a videotape set that could be a good base for a PACT training and they wouldn't have to go anywhere. I think it's for sale on their website. Combine it with the RMC Even Start Quality Indicators (White book with turquoise stripe) that can be photocopied and used as a self-evaluation. Then I'd find one or two nearby quality Even Start program and have family advocates visit. Also, remember that PACT differs, depending on whether the children are infants, toddlers, pre-schoolers or school-age.
