Help!

I have been reading the new guidelines for Even Start as well as the Reading
Excellence Act and have managed to thoroughly confuse myself. What exactly
is meant by "Instructional programs based on scientific research?" Does this
mean that there are recommended (maybe even required?) curricula for family
literacy? Or does it simply mean that we should be pulling together reliable
sources such as EFF for Adult Ed and PAT for home visits?
