Paige Announces
Partnership;
Signs MOU

Secretary Rod Paige and Labor Secretary Elaine Chao signed a Memorandum of
Understanding (MOU) recently to improve job prospects and earnings for
workers who lack reading and math skills required by the 21st Century
workforce. ED has primary responsibility for improving access to high school
credential programs for Job Corps students. ED also will provide guidance
that supports sharing information and resources of adult education
instructional activities under One Stops. ED will host meetings as needed.
OVAE is one of four ED offices providing support for the initiative. A
coordinating committee will develop the specific content of the technical
assistance to be provided to state and local education agencies, including
adult education grantees.

NH Gets 50% More
for Adult Ed

Governor Jeanne Shaheen (D) signed legislation June 29 giving New Hampshire
adult education programs 50% more, or $250,000 per year in the 2001-2002
state budget. The increase brings the state appropriation for adult
education to $750,000. The increase is the culmination of a three-year
campaign which netted a 25% increase in funding two years ago and helped
turn back efforts to reduce funding last year. Contact

OH Expands Free
GED Testing

Effective July 1, Ohio adults may receive free GED testing if they pass the
official practice test, thanks to the June 6 enactment of Ohio House Bill
94. Free testing was previously limited to Ohio's first-time test
applicants. The instructor as well as the director of a public or nonprofit
adult education program must still certify scores on a standard fee-waiver
form that accompanies the state GED Test application. Local testing centers
are reimbursed for the cost of testing from a state budget appropriation
administered by the Ohio Department of Education. State Director Jim Bowling
is working with the Ohio GED Testing Office to create the final rule to
