During the period of August 1 - August 31, the Division of Adult Education
and Literacy will need approximately 100 personnel to serve as Field Readers
for the Community Technology Centers Program (CTC) (see
http://www.ed.gov/offices/OVAE/CTC/ ) A description of the CTC program,
compensation, and the requirements for Field Readers are attached to this
Memorandum.
After you read the information, could you forward the material to several
personnel that you would recommend for this assignment? I'm sure they would
be highly interested in this opportunity for improving the educational
effectiveness of technology-based educational learning activities for adults
and children in low-income communities. Thank you in advance for your

Availability of Readers for Community Technology Centers Program (CTC)
The Community Technology Centers program promotes the development of model
programs that demonstrate the educational effectiveness of technology in
urban and rural areas and economically distressed communities. A
description of that program is enclosed with this information. For
reviewing the FY 2001 applications due July 16, we are in need of more than
100 additional Field Readers. Field Readers will be involved in the review
process of those applications during the period August 6 through August 31,
2001. This notification is being sent to you to ask whether you will be
available to be a reviewer during the "Reading Time Frame" described below.
A schedule of the activities required for a field reader follows:
Reading Time Frame
Week 1 - August 6 -10 Receive Field Reader Materials/Applications
Week 2 - August 13 - 17 Read 12 applications
Week 3 - August 20- 24 Dedicated to paneling; however, you will
only be
Week 4 - August 27- 31 assigned to 1 panel, which requires
approximately a 4-hour time commitment.
This activity may include an electronic technical review. Each
reader/reviewer will read and evaluate 12 applications over a 5-day period
(August 13-17). Each application consists of at least 30 pages. Each
reader/reviewer must complete a Technical Review Form and participate in a
panel discussion on the review of the application. Compensation per day
will be $150 or more, based on available funding. (If you wish to serve on
more than one review panel, which would require additional reading of
applications, please indicate a preference to serve on a second panel when
you respond back to us).
If you are interested and will be available to participate as a Field
Reader, let us know and you will be sent further information as soon as

Community Technology Centers Program (CTC)
CTC Program Need
The CTC program helps bridge "the digital divide" by supporting Community
Technology Center start-up and expansion in distressed urban and rural
communities. Community technology centers (CTCs) provide computer and
internet access as well as educational services using information
technology. Many people who visit CTCs do not own computers and many do not
have access at school or work. (Falling Through The NET, 1999)
CTC Program Purpose
The purpose of the Community Technology Centers program is to promote the
development of model programs that demonstrate the educational effectiveness
of technology in urban and rural areas and economically distressed
communities. These Community Technology Centers would provide access to
information technology and related learning services to children and adults.
FY 2001 CTC Program Grant Competition
The CTC program has an estimated $32,275,750 available to make approximately
170 new grant awards. If you would like more information and to be kept

FY 1999 and FY 2000 CTC Program Competitions
In September 1999, the U.S. Department of Education's Office of Vocational
and Adult Education awarded 40 three-year grants, funding the creation of
more than 100 new community technology centers. In FY 2000 there were 93
projects funded creating 288 new CTCs and expanding services at an
additional 166 existing centers. Profiles of funded projects are available
on the program web site.
The America Connects Consortium
The America Connects Consortium provides technical assistance and other
services to help new and existing CTCs effectively use technology to serve
their communities as well as create strong, sustainable operations.

Association of America, Alliance for Nonprofit Management, and the National

CTC Program Activities Focus
Workforce Development and Employment Information Activities - Activities
offered are computer skills training (advanced and basic applications),
resume writing workshops, and professional development classes..
Pre-School and Family Programs -- Activities offered are computer based
using age-appropriate software to train all ages. Partnering opportunities
were established offering Head Start, family literacy, and daycare programs
that many people in the community may not of had access to other wise.
After-school Activities - Offers structured activities for students to use
software that offers homework help and academic enrichment, exploration of
the internet, or multimedia publishing.
Adult Education Programs - Offers opportunities for GED training, ESL, adult
basic education, or post-secondary education classes using the latest
learning technologies and computer certifications.
