Perhaps it would help if we look at how listservs work. One person sends a 
message to the server (nifl-family@nifl.gov) and the server then sends it to 
everyone on the list. At that point, the server becomes the sender. So, 
whether you hit the Reply or the Reply All button, the address that 
automatically will be inserted on the To line will be the address of the 
server. It doesn't make any difference which e-mail software you use because 
all e-mail software will use the address that it got the message from. On a 
listserv, the server is the sender. So, when you assumed that selecting 
"reply" instead of "reply to all" would e-mail your response only to the 
original sender, it did what you assumed. It sent your message only to the 
sender. But remember, in a listserv situation, the sender is the server. The 
message you sent then traveled to the server, which in turn, sent your 
message to everyone on the list. 

The only way to respond to individuals is to manually replace the server's 
address on the To line with their addresses.

If we tried to have a list like this one without it being a listserv on a 
server, we would have to use Reply All in order to post messages to everyone. 
We also would have the top million inches of each message taken up with the 
list of addresses the message went to. So, if you find yourself mumbling 
about having to copy and paste an individual address for the times you want 
to respond only to one person, think what it would be like to put a couple 
thousand addresses on the To line for those times you want to post to 
everyone on the list or what it would be like to scroll through those 
addresses to get to the message.   :-)
