I think you will find that the definition of family literacy varies with the
audience.  One can always refer to the federal definition to get people on
the same page, but the general public does not read federal definitions.

I have found that the best messangers for a reality based family literacy
impact statement are members of families who have participated in a strong
familiy literacy program and who through processes in that program have
changed their lives.

How do low wage families, the general public and policy leaders understand
family literacy?  What messages move them to action?  Who are credible
messengers?  These are some of the questions we are trying to answer with a
'social marketing' project in Connecticut in order to develop successful
outreach strategies. 

We are in the process of developing our questionnaires and interviews and
are looking for other instruments that have been used to collect these kinds
of data and the results.  We are aware of the work NCFL has done with the Ad
Council, but are wondering if others have surveys that get at these
questions.
