Hi Judy.
First I believe you are attempting to reach two different audiences. The
potential students and the policy leaders(the general public can identify
with either depending on the need and interest).
I have found that for the policy leaders having a panel presentation by
students who have experienced the changes to their life as a result of
participation in an intensive family literacy program has been most
successful. - We had an open house for policy leaders from our area.
 To reach the potential students we have found that referrals from
participating students, other agencies and teachers as well as being visible
and getting out into the students neighborhood,  has worked the best. Get
the names and make a personal call; many times students enroll for one
reason and then find that we are an unthreatening opportunity to improve
many facets of their life.

A local TV station did an interview which included a program overview and
continues to run it with contact information.

IF you have limited literacy skills or cannot read or write you are not
going to respond to any questionnaire or poll.

How do low wage families, the general public and policy leaders understand
family literacy?  What messages move them to action?  Who are credible
messengers?  These are some of the questions we are trying to answer with a
'social marketing' project in Connecticut in order to develop successful
outreach strategies.

We are in the process of developing our questionnaires and interviews and
are looking for other instruments that have been used to collect these kinds
of data and the results.  We are aware of the work NCFL has done with the Ad
Council, but are wondering if others have surveys that get at these
questions.
