You might start by listing all the people in your local area that work with
the same population that your grant targets.  Who delivers the services in
your local area that are included in family literacy, such as parent
education, adult education, child education and parents and children
together.  From a list such as this you would discover the people/agencies
who are natural partners.  There are other partners who are interested in
local improvements in economy and self help groups, churches, etc that are
other partners.  What do you have to offer other people?  What do they have
to offer you?

Thank you to those of you who responded to my posting of yesterday 
regarding the Illinois Secretary of State family literacy grant proposal 
I'm working on as part of an M.L.I.S. requirement.

I guess I need to clarify what I already know.  I'm aware that I need to 
work within the specific grant proposal guidelines of the IL SOS office.  
I already have some of the proposal materials and know where I can get 
the rest.  I have a copy of the requirements, so I know what I need to 
submit.

What I'm really looking for is some basic how-to information on setting 
up successful partnerships.  I've never attempted setting up a 
partnership, and I'm wondering if anyone can share some things that work 
and things that don't work from your own experiences.  As I mentioned 
earlier, I'm still in the preparatory phase.  I'm sure I'll have 
questions on writing the actual grant proposal when I get to that point.
