I have received a report that Congress has agreed to level fund Even Start at $250 million for fiscal year 2003. Once the Fiscal Year 2003 Consolidate Budget bill has been cleared by the House and Senate it will go to the President for his signature. The only issue that is a little unclear at this point is how an across the board reduction of between 0.6% and 0.7% to offset additional discretionary funds in the bill will be handled. In this year of tight budgets and proposed cuts, this is a victory for the entire family literacy field. This victory could not have been realized if it were not for the great response from the family literacy field. I've heard many stories of family literacy advocates taking action. One community, for example, was responsible for sending over 250 letters to one Senator asking that Even Start funding not be cut. Everyone has spent the last year visiting, calling and writing Members of Congress to tell them about the power of Even Start. This victory reflects the strength of the family literacy movement across the United States. Great work everyone! Now, be sure to thank your Members of Congress for supporting Even Start.
