I work on a website www.c-pal.net which might have some resources for you! The website has been created as part of a larger adult ed project which is funded by the US DOE, Office of Vocational and Adult Ed. The premise of the website is that communities should come together to provide adult education, because the community will benefit from having a better educated citizenry. The website proposes to help communities find resources to enable them to accomplish this goal. Specifically, I would recommend you look at the FAQ section, the Building Communities section, and maybe under Workforce Development and More Resources. I think you might find the kind of resources you are looking for by searching via economic development - ie that its worthwhile for businesses to invest in adult ed because they get better employees as a result. Also I believe there is literature about how better educated adults can be better citizens and more involved in their children's education.
