New law could make it difficult to fill special-education teaching posts
The No Child Left Behind Act stipulates that students be taught by "highly
qualified" teachers, although the law does not define exact details of those
qualifications. Arizona education officials say filling special-education
teaching positions could be challenging as special-education teachers can be
