That is a thought provoking question. During my years as an instructor I found the greatest challenge was ensuring my instruction met the needs of a multi-level classroom. Finding materials that were of interest to adult learners and at a level that was both challenging for more advanced students while still applicable to lower level students was the biggest challenge. In the end I began to use more project based instruction so that all students could use their skills.
